I object to the development on Green Lane as a Parent, Cyclist and Youth Club Leader - I cannot accept the increased use of this lane by an influx of families and attendant traffic which will lead to inevitable accidents.None of the proposed mitigation does anything to resolve the traffic issues and I don't see any other viable measures being effective because of the road layout, narrowness and land ownership. I also fully support the other objections to the application but mine is simply that Green Lane is completely unsuitable for the volume of traffic I would expect from a further nine houses - this is exacerbated by the complete lack of adequate parking anywhere in the vicinity of the proposed development which will further increase the risk of incidents when visitors are forced to park on the lane itself.

I wish to object against the planning application to build 21 new homes with Rowlands Homes.
Kelsall has a large community and this development would have a significant impact on Kelsall Primary School as it is already over-subscribed.

I strongly object to this application as out of keeping with the village character and would put pressure on local amenities and services, especially the drainage/sewage and the local school. The access to Green Lane is also very poor - this lane is not designed for traffic and the Green Lane site extends the village envelope.

The two proposed developments at Willington Lane & Green Lane would extend the village beyond its existing area and into green countryside.
Willington Lane: the application proposes to lose a field which provides a green lung in that part of Kelsall, losing it would smother the last element of a rural environment in that area. Additionally, if it were not for one dwelling on Green Lane, this field would be a part of the contiguous countryside which extends beyond Green Lane.
Green Lane: this application is without doubt outside of the village, no new development having taken place on that side of the lane for well over 100 years. If this application were to be approved, the consequential threat of further development on adjacent farmland would be very much greater (using this application as justification).
The 2007 Kelsall "Village Design Statement" which was adopted by the Parish Council and the (then) planning authority, Chester City Council, and still concurrent is a robustly constructed document to enable Kelsall to grow without undesirable development, it is obvious that the Design Statement has been completely ignored by the developers.
Also there are other issues which mitigate against these developments:
1. Road safety, Green Lane is narrow and the development is on a blind corner, the increase in traffic would increase the possibility of accidents. On Willington Lane the development would create a 4 way junction at a blind dip in the road, noted for speeding traffic coming from Willington, creating a more dangerous junction.
2. Drainage & Sewerage, already the lower end of Kelsall suffers from both drainage systems being inundated during heavy rainfalls, these developments would exacerbate the problems. The developers have not properly explained how they would resolve this.
3. Housing Density, the application would produce two high density housing schemes, not seen at this level elsewhere in Kelsall, and being detrimental to the village character.

I write to object to this proposal. I can only reiterate the comments contained in the other representations you have received as grounds for my objection.
Additionally, as a frequent user of the Kelsborrow Way/Willington Lane junction, I would like to highlight the fact that the drawings presented by the developer do not adequately illustrate the dangerous nature of the road there. The sharp bend and the hollow would mean that traffic emerging from the proposed development would have very poor visibility of oncoming traffic. The road there is also subject to flooding in heavy rain.
I have photographs available in which I have attempted to illustrate this which I will send to you via email.

Objection to planning application ref: 11/05256/FUL
Dear Sir/Madam,
I am strongly objecting to the proposal to build on Green Lane and Willington Lane. I am objecting to this project for the following reasons.
1) Green Lane is a narrow country road barely able to facilitate two lanes of traffic. At times it is reduced to single lane width and impassible for farmyard vehicles. Therefore by building houses here the number of cars will increase and so will cause big problems on the road and would also increase the potential of accidents. This major problem is made even worse by the fact that there is no pavements on Green Lane and so pedestrians and cyclists must also use the actual road. This creates great risks for the pedestrians and cyclists as the road is narrow so there is little room for manoeuvrability or space to continue easily. Having walked and cycled down the road myself I know how dangerous it currently is as I have had some close experiences in the past. The chance of this happening is likely to increase as more vehicles use the road.
2) The entrance to the proposed site at Green Lane is on a blind bend and so is a major hazard. With more cars using the road and now with people using this unsafe entrance the potential risk is very high.
3) The Green Lane site is also on a section of greenbelt land as it is outside the village of Kelsall and not infill land. This means that building shouldnt be taking place in this area.
4) I believe that the Willington Lane site should be mixed accommodation for the benefit of the village and so should not just be executive homes.
5) These two projects seem separate and should be two applications instead of a single one for two different places.
